Annotatsiya. Rossiya–Ukraina mojarosidagi UUA tajribasi qiyosiy tahlil qilinib, harbiy va jamoat xavfsizligi maxsus bo‘linmalari uchun ularni qo‘llash hamda himoyalanish tavsiyalari asoslanadi.
Abstract. The thesis examines experience with unmanned aircraft systems and counter-UAS protection during the Russia–Ukraine conflict. Particular attention is given to the interaction between technology, organizational adaptation, data management and layered security. The available evidence suggests that neither production scale nor the performance of a single system is a sufficient measure of effectiveness. Based on the documented cases, the paper distinguishes implications for military specialized units from those applicable to public-safety units, where legality, proportionality and privacy are central requirements. Practical recommendations concern risk assessment, staff training, interoperable procedures and the independent evaluation of technical solutions.
