Annotatsiya. Maqolada harbiy-ma’muriy sektorda davlat xaridlarini tashkil etishdagi asosiy muammolar ko‘rib chiqilgan. Faqat eng past narxga qarab tanlash, texnik topshiriqlarning noaniq tuzilishi, xaridlarning yil oxiriga to‘planib qolishi va shartnoma ijrosi ustidan nazoratning sustligi tahlil qilingan. Xaridlarni yillik reja asosida bir tekis taqsimlash, bozorni oldindan o‘rganish, mahsulotning butun foydalanish davridagi xarajatlarini hisobga olish, uzoq muddatli ramkaviy shartnomalar tuzish va xarid bo‘yicha mutaxassislar malakasini oshirish bo‘yicha takliflar tavsiya etilgan.
Аннотация. В статье рассмотрены основные проблемы организации государственных закупок в военно-административном секторе. Проанализированы выбор поставщика только по самой низкой цене, нечёткое составление технических заданий, скопление закупок в конце года и слабый контроль за исполнением договоров. Даны предложения по равномерному распределению закупок на основе годового плана, предварительному изучению рынка, учёту расходов за весь срок использования продукции, заключению долгосрочных рамочных договоров и повышению квалификации специалистов по закупкам.
Abstract. The article considers the main problems in organizing public procurement in the military-administrative sector. It analyzes choosing suppliers only by the lowest price, unclear technical specifications, the build-up of purchases at the end of the year and weak control over contract performance. Proposals are made to spread purchases evenly under an annual plan, study the market in advance, take into account costs over the whole period of use, conclude long-term framework agreements and improve the skills of procurement staff.
