A QUALITY MANAGEMENT MODEL BASED ON THE PROFESSIONAL COMPETENCY DEVELOPMENT OF EDUCATIONAL LEADERS AND TEACHERS

Abstract

The quality of education is closely linked to the competencies of educational leaders and teachers. As educational institutions face increasing demands for accountability, innovation, and student achievement, there is a growing need for a comprehensive quality management model that emphasizes continuous professional competency development. This study proposes a quality management model that integrates leadership effectiveness, teacher professional growth, organizational learning, and continuous improvement practices. The model is based on the premise that educational quality can be enhanced when leaders and teachers engage in systematic competency development aligned with institutional goals. The study examines the relationship between professional competencies and quality outcomes in educational settings and presents a framework for implementing competency-based quality management. The findings suggest that educational institutions that invest in leadership development, teacher training, performance evaluation, and collaborative learning cultures achieve higher levels of educational effectiveness and sustainability.
